Dungog Shire Council is tonight expected to endorse the plans for the work, developed following a series of community workshops.
The community overwhelmingly rejected an earlier council proposal to have a median strip down the wide street to help with drainage issues.
Hunter Water has already relocated the water main which ran down the centre of the street.
The council plans to maintain the wide street in the upgrade and include provision for a cycleway and street trees.
Future works include improvements to the street lighting and footpaths and marking of parking bays
The work is expected to start next month and is due to be completed by June next year.
The $2,696,853 for the project comes from a mix of state and federal government grants.
The council's general manager, Coralie Nichols, thanked the community and students from Dungog High School who attended the community engagement sessions and participated so positively in the process.
"The feedback received has been used to develop the Dowling Street Road Rehabilitation Project and the Dungog Township Revitalisation Action Plan," she said.
The councillors have been told a number of matters still require review as the project rolls out including the installation of an additional accessible car parking space; the preferred tree type to be used; the location of the water drinking fountains and the style of street furniture.
