Rio Olympian Turrin and Hill combined to win the men's pairs final in Rotterdam in the early hours of Monday morning (AEST).
Taking off at 46 strokes per minute, Turrin and Hill led by a boat length at the halfway mark and then maintained that advantage by the finish line.
"It was a good race today, we stepped it up well throughout the regatta," Turrin told Rowing Australia media.
"We're looking forward to stepping it up, as a team, coming into the World Rowing Championships."
The world championships will be held in Austria from August 25 and it doubles as an Olympic qualifier for the 2020 Games.
Australia topped the World Cup 3 medal tally with nine (five gold, three silver, one bronze) and, together with their recent efforts from World Cup 2 in Poland, were crowned 2019 World Rowing Cup champions.
"It's extremely pleasing to wrap up our World Rowing Cup season by topping the medal and points table here in Rotterdam and also winning the overall World Rowing Cup," Rowing Australia performance director Bernard Savage said.
"The weekend provided some challenging conditions and the crews all worked hard to deliver on the water.
"The performances at the two World Rowing Cups are certainly very positive as we lead into 2019 World Rowing Championships in Austria, which is also the Olympic qualification regatta.
"We will now take the opportunity to collect our thoughts and reflect on the performances of all our crews before finalising our team for the World Championships."
