The pile was was dumped close to a council roadside materials stockpile in Sugarloaf Road, around 1 kilomtre from the Chichester Dam Road turnoff.
The council’s Environmental Services Manager Paul Minett said the amount appears to be a small tipper load, around five tonnes worth.
“It’s a big clean up cost for the ratepayers of Dungog Shire that would be better spent elsewhere so we're wondering if anyone has any information regarding those responsible,” he said.

“It looks to be waste from someone’s recently completed asphalt driveway or similar.”
Mr Minett said council engineers were surprised the asphalt would be dumped, considering its cost.
“The thinking is it originated not too far away,” said Mr Minett.
“Perhaps someone has had a new drive way put in recently.
“Legitimate companies have a depot to take their unused asphalt back to and it is re-used.”
Mr Minett urged anyone with information to contact him on 49957777.
He said all information will be treated in confidence.
Fines for such an offence start at an on the spot fine of $2000 but slide up as the offence is transportation of waste to a location not a waste facility.
The cost for the council to clean up the dumping is not small – an excavator has to be used to break up the asphalt before it is carted to a waste facility.
