Essential Energy has cut the power supply to Dungog and surrounding areas to carry out emergency repairs at the Dungog zone substation in Stroud Road.
The power supply was cut around 1pm today and is not expected to be restored before 4pm.
Essential Energy regional manager North Coast Brendon Neyland said a routine inspection at the substation today found thieves had cut through a security fence to steal copper earthing equipment.
"The equipment plays a vital role in ensuring network protection equipment works effectively, providing a safe supply of electricity to the public," Mr Neyland said.
"It's sheer luck the thieves weren't killed,
"As soon as we discovered what had happened, we cut supply to the substation as we could not allow network protection to be compromised."
Areas without power include Dungog, Alison, Bandon Grove and up to Wangat, Brookfield, Glen Martin, Glen William, Clarence Town and down to Glen Oak and Chichester, Underbank and Salisbury.
